Abstract
Richard Alatorre was born and raised in Los Angeles, graduating from James A. Garfield High School in 1961. He received a Bachelor of Arts degree from California State University, Los Angeles, in 1965. He later went on to earn a Master of Public Administration degree from the University of Southern California.
