Abstract Charles Orr was an economist who focused on labor from early on in his career, working in several capacities both in the U.S. and Europe during the 1930s and 1940s. In the early 1950s he was research officer for the International Confederation of Free Trade Unions (ICFTU) and acting head of the Adult Education Section of UNESCO.
