Abstract

These papers reflect the daily operations of Wayne State’s overseas staff to improve technical education in Thailand. Information relevant to United States foreign policies, the Thai education system, and the Thai government is included in the collection.

History

William Dale (W. Dale) Walls was appointed Assistant Director of the Division of Admissions, Records and Registration July of 1963. The Division was reorganized into two separate administrative units, the University Admissions Office and the Division of Records and Registration, July of 1969. Walls was appointed the Director of the latter.

Walls also served on the Thailand Program as a Technical Advisor in Thailand from 1956 to 1958 and Home Staff Coordinator at Wayne State after the fall of 1958. The previous Home Staff Coordinator was Gerald Baysinger who served from 1956.

The Thailand Program was initiated during a visit of the International Cooperation Administration Technical Education Survey Team to Bangkok during the Summer of 1955. As a result of the Survey Team's report, the Thai Government in April of 1956 began initial contract negotiations. The contract between the Department of Vocational Education, of the Ministry of Education of the Government of Thailand, the Government of the United States, as represented by the International Cooperation Administration, and Wayne State University, became effective on November 25, 1956 and ended September 30, 1960. The purpose of this contract was the total improvement of technical institute education in Thailand. Four technical institutes participated in Thailand: Bangkok, Chiengmai, Korat, and Songkhla. Formal reports and publications were placed on file with Winfred Harbison, Vice President for Academic Administration.

Seven members comprising the original Wayne State University Contract Team reported for work at the Bangkok Technical Institute on December 6, 1956, only eight working days following the official execution of the initial contract. Through the contract, the University provided 29.3 person-years of assistance through twelve technical advisors. This effort was supported by three person-years of overseas secretarial service, 3.9 person-years of on-campus secretarial service, and four person-years of service through the home staff coordinator at Wayne State. Thirty person-years of participant training were provided for thirty different participants in sixteen technical education areas such as building trades, electricity, home economics, metal trades, and vocational teacher training.

Arranged in 2 series – Series 1 (Boxes 1-10), and Series 2 (Boxes 11-18). Folders are arranged alphabetically.

The collection is further divided into 3 subseries for Series 1 and 2 subseries for Series 2.
