History

Established in 1941, the National War Labor Board (NWLB) was designed to function as a voluntary agency to peacefully settle labor-management disputes. Its predecessor, the National Defense Mediation Board (NDMB), was appointed in the first half of 1941 to hear industrial disputes. The NDMB collapsed when representatives of the Congress of Industrial Organizations (CIO) resigned from the board due to policy disagreements.

The jurisdiction of the NWLB first included only disputes which could not be solved by voluntary means. On October 3, 1942, President Franklin Roosevelt issued Executive Order 9250, which gave the board control over changes in wage rates, even without a unionmanagement dispute. At the same time, EO 9250 limited NWLB control by allowing for higher prices to become effective only after approval by the new Director of Economic Stabilization.
