Scope and Content

From the Collection: AFSCME Publications documents the union’s public image and method of communicating with members. Publications in the collection include constitutions; materials produced in relation to AFSCME’s biannual conventions; newsletters and magazines produced by AFSCME Headquarters, Councils, and Locals; and flyers, meeting announcements, and negotiation updates. Publications produced by scholars and groups critical of AFSCME are also located in this collection.

Series Description: Series 1: Convention Materials and Constitutions, 1935- 2014 (Boxes 1-24, 62, 63) This series is comprised of materials produced for AFSCME’s Convention, held biannually after 1938. No convention took place in 1944. Convention proceedings make up the bulk of this series, though some years also have Convention Calls, Delegate Guides, or Reports from the Executive Board, headquarters departments, Judicial Panel, officers, President, and Secretary-Treasurer. Box 15 contains Judicial Panel Reports, which remained separate from Convention Materials in the original order of this collection.

Series 2: AFSCME International Publications, 1937- 2017 (Boxes 24-35) This series consists of materials published by AFSCME at the international level. The bulk of the series is comprised of a magazine targeted to members, which has been published under three different names over the years: Journal of State and Local Government Employees (1937-1946), Public Employee (1947-2007), and AFSCME Works (2007-2017). Three issues from 2014 also include Prime Time, a newsletter for AFSCME retirees. No issues were published February 1994, November/December 1998, July/August 2004, July/August 2006, October/November 2006, July/August 2007, November/December 2007, May 2008, August/September 2008, May/June 2009, September 2009. Two volumes, produced in 1980 and 1981, list locals by geographic location and can be found in this series under the title “Numeric Sequence Report.”

Series 3: AFSCME Subgroup Publications, 1939-2009 (Box 35-41) The publications in this series were aimed at AFSCME subgroups, such as stewards, librarians, and retirees. Newsletters make up the majority of this series, but it also includes training materials for career advancement entitled Career Ladder, a steward manual, and an education guide. Brochures and flyers are located at the end of this series and reflect member meetings and issues of interest in negotiations.

Series 4: Council Publications, 1944-2019, bulk 1967-1974 (Box 42-54) Many Councils published their own newsletters and other materials. This series consists mostly of newsletters produced by Councils across the United States and Puerto Rico. Flyers, meeting notices, and information about ongoing contract negotiations can also be found in this series. The publications range from 1944-2019, though the majority of the publications were produced between 1967 and 1974.

Series 5: Local Publications, circa 1940-2008, bulk 1968-1974 (Box, 55- 59) This series is comprised of publications produced by AFSCME locals across the United States and its territories. Newsletters make up the majority of the materials, but some locals have also contributed flyers, materials related to contract negotiations, and meeting reminder cards. The bulk of this series was created between 1968 and 1974.

Series 6: Outside Publications, 1961-1979 (Box 59-61) This series contains AFSCME-related publications produced by outside sources, such as labor newspapers and academic publications related to public sector employees, collective bargaining, and labor relations. Publications produced by AFSCME-critical groups, such as COUR (Committee on Union Responsibility) and IUCRSSE, can also be found in this series.

Series 7: Bound Volumes This series consists of bound volumes of AFSCME-related publications. The bulk of the series is made up of issues of Public Employee, though the series also contains several bound volumes of Public Employee Press, produced at the District Council level.
