Scope and Content

From the Collection: Items in this portion of the NALC collection reflect the Information Center’s status as a special library—collecting materials in the subject areas of labor issues and practices, the postal and telecommunication industries, government and politics, economics, and occupational safety and health.

Part 1 includes copies of the NALC Constitution; national agreements between NALC and the U.S. Post Office Department and U.S. Postal Services; convention materials; NALC publications, guides, and reports; arbitration decisions; subject files including Government and project files; materials relating to the 1986 Edmond, OK Post office shootings; and local newsletters from 1987-1996.

Series 1: NALC Constitution, 1889-2004 The NALC Constitution relates to the union’s structure and operations. It includes laws governing all aspects of NALC, including elected officers’ duties and salaries, elections, branch and state associations, the United States Letter Carriers’ Mutual Benefit Association, the National Sick Benefit Association, and the Health Benefit Plan. Documents in this series, listed in chronological order, consist of a photocopy of the original NALC Constitution adopted in Milwaukee, WI in 1889, the NALC 1935 Constitution, and printed copies of each NALC Constitution amended biennially between 1966 and 2004. The original 1889 Constitution and other early versions are contained in the NALC historical records.

Series 2: National Agreements, 1966-2004 Documents in this series consist of printed copies of the National Agreements in effect between NALC and the U.S. Post Office Department for the years 1966 through 1970, and between NALC the United States Postal Service (USPS) for the years 1971 through 2004. These formal agreements detail all negotiated items, including wages, hours and working conditions. Agreements are listed in chronological order.

Series 3: Title, National Conventions, 1960-2004 Subseries A, Original Transcripts, 1970-1992 Folders in this subseries contain original transcripts of the 47th and the 50th through 58th national biennial conventions (1970, 1976-1992). Unless otherwise indicated, each transcript contains a subject and page number index. Transcripts are listed in chronological order. Subseries B, Published Convention Materials, 1960-2004 Subseries B contains published and/or printed material relating to the 42nd and the 47th through 64th national biennial conventions (1960, 1970-2004). These include published copies of the convention proceedings with edited transcripts; officer, department and committee reports; souvenir programs; workshop handbooks, and other miscellaneous printed items. Conventions are listed in chronological order.

Series 4: NALC Publications, 1976-2001 This series contains issues of publications produced by various offices and departments within NALC. Issues of the NALC Activist and the NALC Postal Record are located in the archives library. Includes the following publications: EI Dialogue (A newsletter for participants in the NALC/USPS Joint Employee Involvement Process); NALC Activist (Geared towards the educational/training needs of branch officers and stewards); NALC Arbitration Advocate (A publication of the Contract Administration Unit and Education Department); NALC Bulletin (News on special union activities, major arbitration decisions and key legislation); NALC Capitol Notes (Legislative news for members); Postmark Washington; (Formerly NALC Capitol Notes); and NALC Retiree (A quarterly publication for retired members).

Series 5: Guides, Handbooks, Manuals, Reports, Etc., 1963-2006 Folders contain guides, handbooks, manuals, reports, brochures, seminar and training materials, conference materials, pamphlets and other miscellaneous items prepared and/or published by NALC. Materials are arranged alphabetically by title.

Series 6: Arbitration Decisions, 1972-2002 This series contains summaries of significant postal arbitration decisions that involved NALC during the years indicated, including national-level decisions. These summaries were published by the NALC Contract Administration Unit in condensed form for use by officers and stewards of NALC.

Series 7: Subject Files, 1948-1994 Subseries A, Government, 1948-1984 Subject files in this subseries contain materials relating to U.S. Government policies, laws, and legislation on numerous issues affecting the postal service, NALC, and/or letter carriers. Included is correspondence with U.S. senators and representatives, reports, transcripts of testimony, press releases, information on congressional and committee hearings, and pertinent congressional publications. Testimony and witness statements made by NALC officers are noted, including those made by NALC presidents Doherty, Keating, Rademacher, Vacca and Sombrotto. Topics are listed first alphabetically and then in chronological order.

Subseries B, General, 1970-1994 Files in this subseries relate to miscellaneous NALC programs, studies, committees and interests. Of note is material compiled on the subject of possible mergers between NALC and other unions, including discussions, proposals, feasibility studies and eventual rejections. Topics are listed alphabetically.

Series 8: Post Office Shootings: Edmond, OK, 1986-1987 Materials in this series consist of news clippings, correspondence, interview transcripts, personnel records, and the U.S. Attorney report relating to the August 20, 1986 shootings at the Edmond, OK post office. On that date, carrier Patrick Henry Sherrill shot and killed fourteen co-workers and injured six others before shooting himself. Of special interest are exhibit materials compiled during the investigation. These include interviews with both postal and non-postal witnesses, as well as other materials placed into evidence in this case.

Series 9: EI Newsletters (Local), 1987-1996 Series 9 contains newsletters published by workteams participating in the Employee Involvement Program at the local level.
From the Collection: Part 2 consists of branch and state association newsletters from 2013-2015.

Series 10: Newsletters, 2013-2015
From the Collection: Part 3 consists of branch and state association newsletters, as well as VHS tapes, from 2016.
